Job Context
  • Nazrul Smriti Sangsad (NSS) is a non-governmental humanitarian organization that has been working since 2000 for the advancement of poor men, women, children, youth, excluded communities, and persons with disabilities. NSS is a non-profit, non-political, child- and gender-sensitive organization.
  • NSS is going to implement a project titled “Protocols and Trigger-based Institutional Systems for Timely Humanitarian Anticipatory Actions PROTISTHAA funded by ECHO and implemented in partnership with Action Against Hunger (ACF). The position is responsible for ensuring timely, quality, and effective delivery of project interventions focused on anticipatory humanitarian actions in climate-vulnerable coastal Barguna, Patuakhali and Bhola districts with a duration from May, 2026 to March 2028.
  • NSS is seeking a competent Project Officer-Reporting and Monitoring to implement the project at field level The position is based at Amtali and s/he has to visit projecr area freequently and to maintain close coordination with the administration and local government institutions and other stakeholder
Job Responsibilities
  • Key Responsibilities:
  • The Project Officer - Reporting & Monitoring will work closely with program teams to ensure effective monitoring, data quality, and reporting of project activities, with a strong focus on tracking anticipatory action systems, early warning dissemination, and trigger-based response mechanisms, while generating evidence and learning for adaptive decision-making.
  • MEAL System Strengthening and Implementation
  • Support the design and implementation of the MEAL framework, tools, and systems in line with project requirements.
  • Develop and maintain indicator tracking tools, data collection formats, and reporting templates.
  • Ensure proper integration of MEAL systems across all project components and partners.
  • Support field teams in understanding and applying MEAL tools, indicators, and reporting requirements.
  • Assist in aligning MEAL systems with donor requirements and organizational standards.
  • Monitoring and Data Collection
  • Coordinate regular data collection, monitoring visits, and field verification across project locations.
  • Ensure accurate tracking of outputs, outcomes, and key performance indicators.
  • Support baseline, midline, endline, and periodic assessments.
  • Monitor progress of activities including training, campaigns, infrastructure, service delivery, and community engagement.
  • Maintain updated records of beneficiaries, services, and interventions.
  • Data Quality Assurance and Management
  • Ensure data quality, consistency, and accuracy through verification, validation, and cross-checking processes.
  • Conduct routine data quality assessments (DQA) and spot checks.
  • Support development and management of digital databases and data management systems.
  • Ensure proper documentation and storage of Means of Verification (MoV).
  • Address data gaps and support corrective actions where needed.
  • Evaluation and Assessment
  • Support planning and implementation of project evaluations including PDM, outcome assessments, and impact assessments.
  • Assist in designing assessment tools, methodologies, and data collection processes.
  • Analyze evaluation findings and support preparation of evaluation reports.
  • Facilitate external evaluations, studies, and consultancies when required.
  • Accountability and Feedback Mechanism
  • Establish and maintain community feedback and complaint response mechanisms (CRM).
  • Ensure beneficiary feedback is collected, documented, and addressed in a timely manner.
  • Promote transparency and accountability in project implementation.
  • Support integration of community feedback into programme improvement.
  • Learning, Documentation and Reporting
  • Analyze data to generate insights, learning, and evidence for decision-making.
  • Support preparation of monthly, quarterly, and annual reports.
  • Contribute to development of learning briefs, case studies, and knowledge products in coordination with KM team.
  • Facilitate learning and reflection sessions with project teams and stakeholders.
  • Ensure proper documentation of best practices, lessons learned, and success stories.
  • Capacity Building and Support
  • Provide training and orientation to staff and partners on MEAL tools, systems, and processes.
  • Support partners and field teams in data collection, reporting, and use of digital tools.
  • Build capacity of project staff on data quality, analysis, and reporting standards.
  • Contacts and Key Relationships:
  • The Project Officer -Reporting and Monitoring will report directly to the Project Coordinator and will work closely with the field teams, NSS senior management, and the ACF team.
  • Regular interaction with local government representatives, district and sub-district health officials, community clinic representatives, and other local stakeholders is expected.
